You have left nearly<br \/>\na year behind in your duty. How<br \/>\ndo you evaluate Turkish Defence<br \/>\nIndustry\u2019s development during this<br \/>\nperiod of time? What will Turkey\u2019s<br \/>\nvision and strategy be for this new<br \/>\nperiod starting with you?<br \/>\nSince my appointment, I have<br \/>\nallocated my time in order to become<br \/>\nmore familiar with the industry and to<br \/>\nunderstand the way it functions while<br \/>\nevaluating some aspects such as the<br \/>\nnumber of projects, direct procurement<br \/>\nand development procedures. During<br \/>\nall these efforts, I need to ask some<br \/>\nquestions and therefore my days<br \/>\nare quite busy. In each issue that I<br \/>\nquestion, the answer takes longer<br \/>\nthan I expect and then I cannot spare<br \/>\nanytime for the remaining questions.<br \/>\nPresently, I am trying to make the<br \/>\nmost of this period. We are gradually<br \/>\nproceeding. It is possible to have an<br \/>\nidea by visiting the defence industry<br \/>\ncompanies, conducting detailed<br \/>\nexchange of information and making<br \/>\nexaminations. I might say that so<br \/>\nfar my accumulation of information<br \/>\nis composed of the facts I learned<br \/>\nthrough in-house presentations;<br \/>\nnegotiations conducted in various<br \/>\nenvironments and issues that came up<br \/>\nduring the congrats visits in addition to<br \/>\nmy previous know-how. I cannot claim<br \/>\nthat I came across a far more different<br \/>\nstructure than I knew and expected.<br \/>\nI believed in the need for conducting<br \/>\nstudies in line with the priorities and<br \/>\nareas of expertise and I still believe so.<br \/>\nOne may set an ideal and objective<br \/>\nin producing excellence for all the<br \/>\nproducts in many product ranges, but<br \/>\nthe resources are limited, we need<br \/>\nto identify our priorities, arrange our<br \/>\nneeds in an order and establish a<br \/>\nstructure accordingly.<br \/>\nOur defence industry primarily<br \/>\nneeds a very strong infrastructure.<br \/>\nWithout doubt, during the development<br \/>\nof products and launch of national<br \/>\nproducts a robust infrastructure is<br \/>\nrequired both for export and for their<br \/>\nutilization in critical processes. The<br \/>\ndevelopment level of the defence<br \/>\nindustry\u2019s infrastructure is reflected<br \/>\non the product as well. If one fails<br \/>\nto advance the infrastructure of the<br \/>\nindustry and to enable prominent<br \/>\nindustrialists in trading area, then<br \/>\nclaims made for becoming a pioneer in<br \/>\ndefence industry will not be possible.<br \/>\nOne cannot assert that \u201cwe may not be<br \/>\nvery good in other industry branches<br \/>\nbut are very skilled in defence<br \/>\nindustry\u201d. That would be a wrong<br \/>\nperception. If sustainability is aimed,<br \/>\nwe will have to develop competence<br \/>\nin all branches of the industry. If there<br \/>\nis a gap in one\u2019s infrastructure, no<br \/>\nmatter how full your superstructure<\/p>\n<p>may seem, issues may arise in the<br \/>\nlong term regarding producing and<br \/>\ncommercializing long-lasting products.<br \/>\nWhich areas and programs will<br \/>\nbe gaining priority in line with these<br \/>\nstrategies in the upcoming period?<br \/>\nThe best answer will be to say all<br \/>\nareas however; there are two different<br \/>\nscenarios here. First scenario is<br \/>\nwhat I have been constantly hearing<br \/>\nsince I took the office and is based<br \/>\non a perception that goes like \u201cthe<br \/>\nUndersecretariat is a supplying<br \/>\nauthority, certain people would claim<br \/>\ntheir needs and we either develop<br \/>\nproducts or get them developed or<br \/>\nproduced\u201d. This perception, surely,<br \/>\ndemonstrates that the Undersecretariat<br \/>\nfor Defence Industry\u2019s (SSM) position<br \/>\nand authority in determining the<br \/>\npriorities and planning the future is<br \/>\nvery limited. I believe this shouldn\u2019t be<br \/>\nlike this. In my opinion, this structure<br \/>\nand this decision-making mechanism<br \/>\nshould be altered. Needless to say,<br \/>\nthe defence industry in Turkey and its<br \/>\nfuture plans depend on the end-user<br \/>\nthat is the Turkish Armed Forces (TAF)<br \/>\nand their demands and requirements<br \/>\nshall be the indispensable components<br \/>\nof the scenario. Still, Turkey, as a<br \/>\ncountry, is an overall structure that<br \/>\nconsists of political, financial and<br \/>\nmilitary structures and the policies<br \/>\nand strategies of our country is formed<br \/>\nthrough a common sense arising from<br \/>\nthis structure. We should not ignore<br \/>\nthis fact. I believe that, beyond a<br \/>\nscenario that is merely triggered by the<br \/>\nTAF, we should also be able to trigger<br \/>\ncertain issues and bring new initiatives<br \/>\nwithin the framework of our strategic<br \/>\nvision. In this sense, when you focus<br \/>\non a high-technology product that is<br \/>\nrequired especially in modern war<br \/>\nindustry and employ most of your<br \/>\nexisting resources to this without<br \/>\nhaving experience in that area, then<br \/>\nthis move needs to be questioned. At<br \/>\nthis stage, maybe a less advanced<br \/>\nproduct, a more feasible product would<br \/>\nbe bringing you more achievement.<br \/>\nYou need to proceed with products<br \/>\nthat would carry your industry forward.<br \/>\nTherefore, attaching priority to more<br \/>\nachievable products may be more<br \/>\nappropriate. I do not wish to name a<br \/>\ncertain product or a branch of industry,<br \/>\nbut we really need to manage the<br \/>\npreparation process of our industry<br \/>\nwell and exist in the market with good<br \/>\nand tradable products as soon as the<br \/>\nindustry is ready.<br \/>\nTurkey has an export goal for<br \/>\nyear 2023 that needs to be reached.<br \/>\nWhat is your approach to Turkey\u2019s<br \/>\nadvancement in light of this goal<br \/>\nwith robust, critical products that<br \/>\nhave added value? Which path do<br \/>\nyou think Turkey should follow to<br \/>\nthis end?<br \/>\nAs I mentioned before, reaching<br \/>\nto such goals without tending towards<br \/>\nhigh added value areas might be<br \/>\ntough. For example, if you made an<br \/>\nexport of 25 billion USD and 23 billion<br \/>\nUSD of which came from import, then<br \/>\nyour actual volume of export would<br \/>\nbe merely 2 billion USD. Then, there<br \/>\nwould not be any point in reaching<br \/>\nyour goal through such operations.<br \/>\nYou must avoid such a deception.<br \/>\nQuestioning the percentage of the<br \/>\nimported inputs while examining our<br \/>\nexport figures will be a good call now.<br \/>\nAdditionally, if you sell a product,<br \/>\nthe sub-components of that product<br \/>\nmay consist of imported products, so<br \/>\nyou should be very careful for such<br \/>\ncomposition. In this respect, when<br \/>\ntrying to reach the export goals, the<br \/>\nadded value and total net value should<br \/>\nbe taken into consideration during<br \/>\nconducting export activities.<br \/>\nThese parameters are important<br \/>\nand we have very ambitious targets,<br \/>\nsurely while setting ambitious targets,<br \/>\nthe efficiency of the infrastructural<br \/>\nstudies conducted in line with<br \/>\nthese targets should be considered<br \/>\nsimultaneously. While conducting<br \/>\ninfrastructural studies, the steps to<br \/>\nbe taken within the scope of this<br \/>\ncoordination should be immediately<br \/>\ntaken. If this infrastructural study<br \/>\nis related to human resources,<br \/>\nthen training the human resources<br \/>\nshould be rapidly initiated. Setting an<br \/>\nobjective is good, but identification<br \/>\nof the milestones for reaching the<br \/>\ntarget should be made thoroughly.<br \/>\nIf there is a gap in the coordination,<br \/>\nthen it should be filled. Understanding<br \/>\nclearly what needs to be done,<br \/>\novercoming the obstacles, and if<br \/>\nthere is a resistance from any of the<br \/>\naspects then determining ways of<br \/>\nmoving around it is essential. If you<br \/>\ndo not establish a correct strategy,<br \/>\nif you do not have products to sell<br \/>\nthen reaching such targets will not be<br \/>\npossible. Within such a framework,<br \/>\nwhile covering the needs of our<br \/>\nArmed Forces, we focused more on<br \/>\nthe products bearing export potential,<br \/>\ncomposed various product families for<br \/>\nmany requirements. As the utilization<br \/>\nof these products by our Armed Forces<br \/>\nincreases and as they are known<br \/>\nbetter, I am sure that they will be<br \/>\nassuming a driving force towards our<br \/>\nexport target.<br \/>\nHow do you assess Turkey\u2019s<br \/>\nefficiency in Gulf and Arab<br \/>\nCountries in respect of Turkey\u2019s<br \/>\nnaval, land and aerial platforms and<br \/>\nrelated system solutions?<br \/>\nTurkish Defence Industry has<br \/>\nsucceeded significant changes in<br \/>\nthe recent years with the solutions<br \/>\ndeveloped in land, naval and aerial<br \/>\nplatform and so to speak changed<br \/>\nher shell. Due to the challenging<br \/>\nrequirements of Turkish Armed<br \/>\nForces, the sector went far beyond<br \/>\nthe point of merely providing highquality<br \/>\nproducts that it develops and<br \/>\nproduces for our armed forces; our<br \/>\nproducts presently compete with other<br \/>\nproducts in international markets.<br \/>\nToday our sector has the capacity<br \/>\nto manufacture the main defence<br \/>\nplatforms and their sub-systems from<br \/>\nmain battle tanks to wheeled and<br \/>\ntracked land vehicles, from fast patrol<br \/>\nboats and frigates to attack helicopters<br \/>\nand unmanned aerial vehicles. The<br \/>\nfact that most of the products and<br \/>\nsystem solutions produced by Turkish<br \/>\nDefence Industry are being utilized<br \/>\nby TAF increases their competency<br \/>\nin international markets, and the<br \/>\nfruitful export activities of recent<br \/>\nyears confirm the reliability of our<br \/>\nproducts and capabilities in the<br \/>\ninternational arena. Our companies<br \/>\naccomplished successful projects with<br \/>\nmany countries in the Middle East,<\/p>\n<p>Gulf countries, Middle Asia and Far<br \/>\nEast with their high-quality products<br \/>\nand competitive prices. Deliveries of<br \/>\nmany systems, the wheeled armored<br \/>\nvehicles and fast patrol boats in<br \/>\nparticular, were accomplished in<br \/>\nthe aforesaid regions and effective<br \/>\ncooperation activities have been<br \/>\ncontinuing with various countries.<br \/>\nYou recently opened SSM offices<br \/>\nin USA, Belgium, Saudi Arabia and<br \/>\nKazakhstan in order to increase the<br \/>\nefficiency of our defence industry<br \/>\nabroad and become close to<br \/>\nmarkets while strengthening the<br \/>\ncooperation. Do you envision a<br \/>\nstructure covering the African and<br \/>\nArab countries within the scope of<br \/>\nyour future plans?<br \/>\nAs you mentioned, we launched<br \/>\nfour SSM offices in four countries<br \/>\nin order to present and increase<br \/>\nthe recognition of the products and<br \/>\ncapabilities of Turkish defence industry<br \/>\nin foreign markets and pave the way<br \/>\nfor our companies in international<br \/>\nmarkets through governmental<br \/>\nsupport. Our offices in Washington<br \/>\nD.C., Brussels, Riyadh and Asthana<br \/>\nnot only conduct their studies and<br \/>\nactivities in the countries they exist but<br \/>\nalso struggle to develop cooperation<br \/>\nin defence industry in their regions.<br \/>\nWe believe that launching new offices<br \/>\nin other regions would enable the<br \/>\nestablishment of new cooperation and<br \/>\nthus contribute to our sector. Within<br \/>\nthis scope, we are continuing our<br \/>\nstudies and evaluations for opening<br \/>\ntwo more offices in Africa and Far<br \/>\nEast.<br \/>\nIs there a certain road map on<br \/>\nthe short, medium and long term<br \/>\ncooperation to be established<br \/>\nbetween the Arab Countries and<br \/>\nTurkey? What would you like to say<br \/>\non the existing cooperation and<br \/>\npotential opportunities?<br \/>\nAs I previously mentioned, we<br \/>\nachieved great success in cooperating<br \/>\nwith the Middle East and Gulf<br \/>\nCountries in defence industry in the<br \/>\nlast ten years. Our defence companies<br \/>\npursue these efforts in a devoted<br \/>\nmanner while continuing our intensive<br \/>\ncontacts with our respondents in<br \/>\norder to establish new collaborations.<br \/>\nWe are always willing to share<br \/>\nour technologies transformed into<br \/>\nproducts as a result of our companies\u2019<br \/>\nintense efforts with the friendly and<br \/>\nallied nations in light of the plans and<br \/>\nguidance of our Undersecretariat.<br \/>\nBecoming the architect of a<br \/>\nsustainable and competitive defence<br \/>\nindustry and gaining competence in<br \/>\ntechnologies regarding the defence<br \/>\nand security requirements of the future<br \/>\nare our most important targets. The<br \/>\nroad map for developing our current<br \/>\ncollaborations and creating new<br \/>\ncooperation opportunities depend on<br \/>\nthe realization of aforesaid goals.<br \/>\nWhat are your comments on<br \/>\nTurkey\u2019s expansion of existing<br \/>\ncapabilities by establishing joint<br \/>\ncollaborations with Arab Countries<br \/>\nthrough technology transfer?<br \/>\nThe defence and security<br \/>\nrequirements are certainly<br \/>\nindispensable for all countries.<br \/>\nWithin the limit of their capacities, all<br \/>\ncountries aim to own their technologies<br \/>\nconcerning this issue and thus<br \/>\nminimize their technological and<br \/>\nlogistical dependence. To this end,<br \/>\ncurrently the export achievements in<br \/>\ninternational defence market depend<br \/>\non the share of technology in parallel<br \/>\nwith the level of strategic alignment<br \/>\nbetween the countries in an increasing<br \/>\nlevel. Within this framework, we<br \/>\nfully support the establishment of<br \/>\ncooperation with the friendly and<br \/>\nallied nations through technology<br \/>\ntransfer. Until now, we have given<br \/>\nour support to many countries both<br \/>\nthrough technology transfer and<br \/>\nestablishment of joint initiatives and we<br \/>\nwould like this point to be perceived by<br \/>\nour respondents as an indicator of our<br \/>\nsincerity and decisiveness.<br \/>\nWhich opportunities will the<br \/>\nArab investors that wish to invest in<br \/>\nTurkish market wait? What are the<br \/>\nincentives offered in this respect?<br \/>\nWhat are your comments?<br \/>\nOur country that has a very<br \/>\nprivileged location in our region with<br \/>\nits position as a bridge among the<br \/>\ncontinents and cultures is an actor<br \/>\ncommitting a bright future especially<br \/>\nwith its stable economic growth and<br \/>\ndevelopment in the last ten years. With<br \/>\nour young population of 30 million and<br \/>\napproximately 200 higher education<br \/>\ninstitutions, we have a highly qualified<br \/>\nand competitive labor force. Through<br \/>\nestablishments such as Technology<br \/>\nDevelopment Zones, Industrial Zones<br \/>\nand Free Trade Zones, we offer<br \/>\nsubstantial tax advantages to the<br \/>\ninvestors. Gathering all these factors,<br \/>\nTurkey becomes prominent, efficient<br \/>\nand cost-effective center of activity that<br \/>\nallows access to significant markets.<br \/>\nI believe that within this scope, with<br \/>\nits modern, improved and competitive<br \/>\nbusiness environment, our country<br \/>\nhas the capacity to host new investors<br \/>\nespecially from the countries of the<br \/>\nregions that we share a common<br \/>\nhistory and cultural inheritance.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Dear Mr. Undersecretary, firstly we would like to thank you for this interview.
