defense Industry has
\naccelerated efforts to enhance local
\nindustrial participation in the Turkish
\nArmed Forces defense contracts
\nduring the last decade. Especially,
\nTurkish naval industry has been the
\nmost robust to accommodate with this
\nrevolutionary development. Havelsan
\nis proud of being part of these efforts
\nby providing CMS for Turkish Navy\u2019s
\nGENES\u0130S G-Class (Ex Oliver Hazard
\nPerry) Frigate Modernization, MILGEM
\nCorvette and New Type Patrol Boat
\nPrograms.
\nOverview
\nDuring the first decade of the 21st
\ncentury, Turkish defence industry was
\nreorganized along with a renovated
\ninfrastructure to meet the ongoing
\ndemand of the armed forces. If we
\nlook at the recent years\u2019 developments
\non the Turkish naval industry, three
\nevents seem to be remarkable. In
\n2011, all eight ships of the GENES\u0130S
\nG-Class Modernization program were
\ncompleted. In 2013, the second corvette
\nof the MILGEM project was turned over
\nto the Turkish Navy. And finally in 2014,
\nthe last four of the 16 platforms of New
\nType Patrol Boat (NTPB) program were
\nlaunched.
\nCombat Management System
\n(CMS) is the brain of a warship\u2019s combat
\nsystem. It takes in all relevant external
\nand internal information to enable
\nthe ship\u2019s command team to detect,
\nanalyze and act against threats to
\nboth the ship itself and the surrounding
\nfriendly forces. By being responsible
\nfor interrelated functioning of each
\nsubsystem, CMS behaves as a maestro
\nin order to enhance survivability and
\ncombatability of the platform.
\nCMS and Integration \u2013 Where
\nHavelsan Comes into Play
\nAs the largest and the most
\nexperienced combat system software
\nproducer of Turkey, Havelsan is involved
\nas the CMS provider of all three above
\nmentioned projects. Originally, as the
\nname implies, Havelsan was founded
\nmainly to provide software and some
\nelectronic spares for the Turkish Air
\nForce. Over the years, Havelsan has
\nsuccessfully expanded its services and
\nproduct portfolio to include the Navy as
\nwell. First introduction of Havelsan to
\nthe Naval Systems was the MELTEM
\nProject in which the company was
\nresponsible for developing software
\ncomponents of Tactical Command
\nSystem for Maritime Patrol Aircraft.
\nAfter the MELTEM Project, Havelsan
\nwas assigned by SSM (Undersecretary
\nfor Defense Industry) as the main
\nsystem integrator and software provider
\nfor the GENES\u0130S Project. Briefly,
\nGENES\u0130S is an extensive upgrade
\nand CMS modernization program of
\n8 Turkish G-Class frigates. During the
\nproject lifecycle, Havelsan has taken the
\nCMS development and maintenance
\nresponsibility over from the Turkish
\nNavy. Using this know-how together with
\nthe integration responsibility, Havelsan
\nhas provided significant contribution
\nto the success of NTPB and MILGEM
\nProjects.
\nGENES\u0130S
\nGENES\u0130S is a state-of-the-art
\ncombat management system that
\nquickly, efficiently and effectively
\ndetects, identifies, tracks and engages
\nair, surface and subsurface threats
\nacross multiple radar and surveillance
\nsystems for optimum awareness and
\ndecision making.
\nGENES\u0130S CMS introduces a
\nvariety of advanced capabilities to the
\ncombat management area. Quick data
\nprocessing provides virtually unlimited
\ninformation to naval decision makers.

\nThe modular architecture of the
\nsystem allows configuring GENES\u0130S for

\nBorder Patrol Aircraft and on EC635
\nLight Combat Helicopter. \u201cCirit\u201d is also
\nintegrated on vehicle mounted weapon

\nweapon platforms, stabilized naval
\nweapon platforms for patrol boats and
\nTactical UAV. Combat proven \u201cCirit\u201d is
\nthe first of its caliber to be delivered to
\ndifferent Allied Armed Forces inventory
\nunder serial production contract.

\nminimum logistics is highlights of \u201cCirit\u201d.
\nRoketsan and MBDA Deutschland has
\nsigned an agreement to cooperate on
\n\u201cCirit\u201d for the requirements of EC665
\nTIGER Combat Helicopter (UH-TIGER)
\nin the inventory of German Armed
\nForces, Bundeswehr. The Cirit has been
\nsuccessfully delivered to the Turkish
\nArmed Forces in 2012, is in series
\nproduction and will equip the Turkish
\nArmy\u2019s attack helicopters. Roketsan has
\nalso won a contract from the UAE to sell
\nthe \u201cCirit\u201d system, worth $196.2 million,
\nmaking the Emirati Army the first foreign
\ncustomer for system.
\nNext Generation Missile for
\nNext Generation Aircraft
\nA next generation weapon system,
\nStand-Off Missile \u201cSOM\u201d system is the
\nfamily cruise missile, with complex
\nguidance technologies and warheads
\ndesigned to enhance the air-tosurface
\nwarfare capabilities of fighter
\naircraft. SOM is an autonomous, long
\nrange (250 km), low observable, high
\nprecision, all weather, air to surface new
\ngeneration cruise missile to be used
\nagainst highly defended, anti-access
\nand high value stationary and moving
\nland\/surface (ASuW) targets. Under
\nserial production, SOM is already in
\nthe inventory of the Turkish Air Force
\n(TAF), integrated and certified on the
\nF-4E\/2020 and F-16 Block40 fighter
\naircraft platforms. Due to the common
\nrequirements of Turkish Air Force and
\nJSF (F-35) program, SOM has been
\noffered as a modern anti-surface cruise
\nmissile for newly developed F-35 JSF
\nfighter aircraft. Roketsan has also
\nsigned a cooperation agreement with
\nAirbus Defence & Space to study the
\nintegration of SOM on the Eurofighter
\nTyphoon and possible future platforms.
\nRoketsan and Lockheed Martin Missiles
\nand Fire Control signed a Teaming
\nAgreement for collaboration on the
\nSOM-J, a new generation air-to-surface
\nStand-off Cruise Missile for the F-35
\nLightning ll. The companies will jointly
\ndevelop, produce, market, sell and
\nsupport SOM-J for internal carriage
\non F-35 aircraft or external carriage on
\nother aircraft.
\nMulti Caliber Rocket and
\nMissile Launching Systems
\nRoketsan Surface to Surface Multi
\nCaliber Rocket and Missile Launching
\nSystems are highly mobile modern fire
\nsupport systems which perform mass
\nlethal fire with 107 mm, 122 mm and 300
\nmm in ranges between 3 km and 100+
\nkm. The launching systems include
\nthe launchers, command and control
\nvehicles, ammunition supply vehicles
\nand repair vehicles. The systems are
\ndesigned and configured based on the
\nuser requirements. The basic systems
\nare T-107\/122 and T-122\/300 Multi
\nCaliber Multi Barrel Rocket Launchers
\n(MBRLs) and T-122 MBRL with wheeled
\nand tracked versions. T-122\/300 Multi
\nCaliber MBRL System is capable of
\nfiring both 122 mm and 300 mm rockets.
\nIt can fire 40 x 122 mm rockets or 4 x
\n300 mm rockets. T-107\/122 Multi Caliber
\nMBRL can fire 20 x 122 mm rockets or
\n60 x 107 mm Rockets. T-107\/122 MBRL
\nwas especially designed to support
\nlight and agile manoeuvre units. The
\nRoketsan MBRLs can use both classical
\nsteel tube pods and sealed and thermal
\ninsulated tropicalized composite pods
\nwhich keeps rockets away from the
\nadverse effects of humidity, corrosion,
\nshock and vibration on the battlefield.
\nAdditionally, the launching systems
\nhave capability to fire guided and the
\nother modern munitions of the future
\ndue to its modular and flexible structure.
\nThe multi caliber launch and variety of
\nmunitions give more flexibility to fire
\nsupport planners for the fire planning in
\norder to support the manoeuvre forces
\nand conducting of the other missions
\nsuch as attack with fire.
\nAnti – Submarine Warfare
\n(ASW) Rocket and
\nLauncher System
\nThe Anti-Submarine Warfare (ASW)
\nRocket and Launcher System is a
\nweapon system which was developed to
\nbe used against subsurface targets from
\nsurface platforms. The Anti-Submarine
\nWarfare (ASW) Rocket and Launcher
\nSystem is one of the most modern antisubmarine
\nwarfare weapon systems
\nwith; automatic laying capability, burst
\nat the desired distance and depth and
\ninsensitivity which ensures safety for the
\nuser. It can be used at a range between
\n500 \u2013 2000 m and a depth between 15
\n\u2013 300 m. It can function as integrated to
\nthe weapon management system and
\nthe sonar of the surface platform. ASW
\nrockets can be fired at targets in single
\nor salvo fire modes and detonates at
\nthe desired depth using adjustable
\nfuzes. Roketsan ASW rocket, having
\na high explosive warhead, possesses
\nthe insensitive munitions property (IM)
\nwhich is desired in modern munitions.
\nmask and adjust hit point and

\nAt this point, the Turkish company

\nmatch vehicle solutions against IED,
\nmine, small arms ammunition, civil
\ndisobedience and illicit border crossings
\nto date.
\nEjder YAL\u00c7IN 4×4 has been put
\ninto service as being one ofthe unique
\nand indigenous designs to operate in a
\nmulti threat environment where there is
\na strict requirement for effective solution
\nagainst mitigating aforementioned
\nsecurity concerns, high IED and mine
\nthreats, together with a requirement for
\nhigh ballistic protection. Ejder YAL\u00c7IN
\n4×4 with adaptable weapon stations,
\nhigh cruising range, and up to 4 tonnes
\nextra pay load capacity, is a newsole
\nmatch solution and terminator not only
\nfor the terrorist changing TTPs but also
\nis a future warranty of lawful citizens.
\nThe design features enable this agile
\nand high tactical capability 4×4 auto
\ngears muscled armored vehicle with
\nup to 360 HP engine to be a dominant
\nmember of operations, ranging from
\ncounter terrorism, border security,
\nmilitary, Special Forces and law
\nenforcement.
\nTOMA (TOMA and Ejder TOMA
\n(Latest version: Higher ballistic
\nprotection, more tactical capabilities
\netc.)), water cannon riot control
\nvehicles, are one of the perfect match
\nsolutions for security providers to
\nsuppress riots and maintain order as
\nan internal security vehicle. TOMA is
\ncustomized for a low threat and civil
\ndisobedience environment where illegal
\nprotests, groups, molotov cocktail,
\nsmall arms and vandalism exist. This
\nvehicle is widely used, and maximizes
\nthe efficiency of security forces with its
\nunique characteristics such as removing
\nbarricade, extinguishing fire,dispersing
\ncrowds and maintaining order. If security
\nforces cannot suppress and control
\nillegal protests or riots, which we can
