The current threat environmenth
\nas been progressively evolving as
\nsome of the state authorities start to
\nlose control over the governed country
\nand they cannot adapt themselves to
\nthe new multi threat environment and
\nthe changing tactic techniques and
\nprocedures (TTPs) of CPN (Criminal
\nPatronage Network)s, terrorist and
\nall other illicit organizations. Unstable
\nstates, social unrest, loose border
\ncontrols, fights for power, partial security
\nin homeland are some of the critical
\nfactors triggering disorder, preparing
\navailable grounds for criminals, illicit and
\nterrorist organizations to start to rule.
\nWhile there exists security concerns,
\nalmost all the states not only maintain
\nmilitary forces for external security,
\nbut also perceive the significance and
\nfeel compelled tomaintain internal
\nsecurity as the security environment
\ndictates the implementation of new
\napproachestowards illicit and terrorist
\ngroups. In this context,as we observe,
\nterrorism is one of the greatest threats
\nendangering the stability of the
\ncountries and lives of innocent people.
\nIn terrorism there are always spillover
\neffects because of unstable countries
\nand inadequate security measures
\nstarting from borders to the main land.
\nNo one can guarantee the peace
\natmosphere unless internal security
\nis also maintained. Terrorism spills
\ntowards the areas thatcountries leave
\nunattended. As a result, terrorists start
\nto populate and rule.
\nFailed states, abandoned arsenals,
\nnot resolving bilateral or multi-lateral
\nsecurity problems, prepare the available
\ngrounds for new actors flourish. These
\nactors and terrorist groups worsen and
\ndamage homeland security by rendering
\nthe states ineffectiveandimplement
\nnew TTPs. Illegal border crossings
\nand trafficking have started to become
\nroutine in daily life. Illicit groups and
\nterrorist organizations have started
\ntogain control over trafficking and
\nhomeland borders where there is lack
\nof internal and border security. Weapon
\nand ammunition trafficking together with
\nthe difficulty of border control cause a
\nlot of security problems. Besides easy
\naccess to explosives and weapons
\nthrough loose borders from unstable
\nstates and abandoned arsenals
\nsupport and strengthen the capabilities
\nof almost all type of illegal groups and
\ncriminals. This situation dictates the
\nuse of role-effective security equipment
\nand organized security units. Unless
\nthe case is otherwise established,
\nnew problems like money laundering,
\ntrafficking, kidnapping, assassination,
\nand illegal activities in the context of
\nterrorism grow and start to ignite new
\nsecurity problems. This situation also
\ndiverts the citizens to a new chaos
\nenvironment where vandalism, murder,<\/p>\n

working in defence sector companies
\nand making graduate studies at the
\nMiddle East Technical University at
\nthe same time, are planned to be
\nstructured as guided projects according
\nto the Undersecretariat for Defence
\nIndustries\u2019 specified priority areas,
\ntowards the medium and long term
\nresearch and development strategies
\nof the companies.
\nAlso, the defence sector supporting
\nresearch and excellence centers at
\nODTU, are providing support to the
\necosystem as the shareholders of the
\ncluster.
\nODTU BILTIR CENTER
\nODTU-BILTIR Center, established
\nin 1992, is one of the interdisciplinary
\nresearch and implementation centers
\nin ODTU. With the understanding of
\n\u201cCenter Units\u201d, which is created with the
\nparticipation of a great number of faculty
\nmembers from different faculties and
\ndepartments, the center is reorganized
\nin 1999 and consists of 11 center units,
\nwhich have their establishment dates
\nin brackets. Those 11 center units
\n(Industrial Design-Production Unit,
\nOtomation-Robotic-Electric-Electronic
\nUnit, Quantitative Modelling Unit,
\nProduct Usage Test Unit, Defence

\naccordance with their interest areas.

\nacting like a bridge between industry,
\npublic institutions and the university
\nwith its high technology bearing
\ninfrastructure.

\nCenter (MODS\u0130MMER)
\nMODS\u0130MMER, is an administrative
\nand academic unit, and also is a joint
\nventure of Middle East Technical
\nUniversity, Turkish Armed Forces
\nand the Undersecretariat for Defence
\nIndustries, where different disciplines
\nwork together and projects carried out
\nin order to reach the goal in a field of
\nmodelling and simulation, since its
\nestablishement in 1998. By bringing
\nuniversity and industry together, it
\ncreates a collaboration platform in
\nmodelling and simulation areas. In order
\nto keep up with the updated information
\nabout modelling and simulation, create
\nnew projects and make them work
\nconcertedly, \u201cMODS\u0130M Sharing and
\nCollaboration Platform\u201d has been
\ncreated. The center, located at the
\nuniversity campus, is in a very close
\nneighbourhood with the university
\ndepartments as well as ODTU Teknokent
\ncompanies. It is possible to enhance
\nthe projects ,which are a combination
\nof different disciplines and areas of
\nexpertise, within MODSIMMER, with the
\nhardware and software opportunuties
\nthat the companies wouldn\u2019t have
\nbecause of the restrictions.
\nMODS\u0130MMER, in order to increase
\nthe significance of modelling and
\nsimulation in our lives, conducts
\ninformative seminars about different
\nareas and uses the latest high
\ntechnology to meet the research and
\ndevelopment needs of the country.
\nThe center, whose constructionwas
\ncompleted in 2009, is continuing its
\nstudies ascendingly.
\nAmongst its duties;
\n\u203a\u203a Assisting the execution of fundamental
\nand applied research and development
\nstudies for the analytical and simulation
\nsystems, which allow the prototype and
\nproduct success of TAF Joint Operations
\nArea Simulation System.
\n\u203a\u203a To facilitate the creation of technical
\ninfrastructure for \u201cTAF Joint Operations
\nArea Simulation System\u201d within the
\nscope of,standards,procedures and
\ntechnologies.
\n\u203a\u203a As part of military MODS\u0130M
\nimplementations, increasing the level
\nof awareness and expertise levels by
\nproviding education and praticability.
\nMETU-MEMS (METU
\nMicroelectromechanical
\nSystems Research and
\nImplementation Center)
\n\u2022 The center was established in
\n2008, in order to; carry out research,
\nexecution and development studies
\nabout the Microelectromechanical
\nSystems (MEMS), increase the
\ncompetitive capacity of Turkey,
\nintroduce MEMS to different segments
\nof society, increase the universityindustrycollaboration
\nof companies\u2019
\nprogress about MEMS, strengthen the
\ninfrastructure of MEMS by joining both
\nthe national and international projects,
\ndecrease the brain draining by creating
\nan attractive environmentfor the young
\nbrains working in the field of MEMS and
\ncreate opportunities for the return of
\nthose working abroad.
\n\u2022 MEMS technology is a new one,
\nand integrated microelectronicalcircuits
\non microchips and micromechanical
\nstructures can be made through it.
