Those companies, who<br \/>\ncomplete and provide added value to<br \/>\neach other, have the vertical expertise<br \/>\nto develop products in defence, aviation<br \/>\nand security sectors.<br \/>\nODTU Teknokent Defence Industry<br \/>\nCluster &#8211; (TSSK), with the mission<br \/>\nof enhancing the vital and critical<br \/>\nneeds of Turkish Armed Forces, by<br \/>\nnative defence companies, within the<br \/>\nframe of research and development<br \/>\noriented cooperation with universities,<br \/>\nand producing technology for the<br \/>\ninternational market within the scope<br \/>\nof research and development oriented<br \/>\ncooperation between universities and<br \/>\nother companies, is promoting the<br \/>\ninternationalization activities of its<br \/>\ncompanies as well as transferring their<br \/>\naccumulation to the other sectors.<br \/>\nTeknokent Defence Industry Cluster<br \/>\n\u2013 TSSK, established in May, 2010,<br \/>\naccording to this beforementioned<br \/>\nmission, has promoted almost 92<br \/>\ncompanies who are settled in ODTU<br \/>\nTeknopark and have been shareholders<br \/>\nsince its establishment, with a diverse<br \/>\nrange of education and consultancy<br \/>\nservices, regulations made for facility<br \/>\nsecurity clearances, cooperation days<br \/>\nresulting with successful collaborations<br \/>\nand participation to industry-specific<br \/>\ninternational fairs.<br \/>\nAs of February, 2012, pursuant<br \/>\nto the relevant communique of The<br \/>\nMinistry of Economy, number 2010\/8,<br \/>\n\u201cODTU Teknokent Defence Industry<br \/>\nCluster International Competitiveness<br \/>\nDevelopmement\u201d project has begun with<br \/>\nthe participation of 19 companies who<br \/>\nare comprised under TSSK.<br \/>\nWithin the context of the project,<br \/>\namongst what is being done in order<br \/>\nto increase the export capacities and<br \/>\nthe expertise of our companies and<br \/>\nsupport their clustering activities to<br \/>\nimprove their competitiveness in the<br \/>\ninternational market, hosting trade<br \/>\ndelegations under the auspices of<br \/>\nSSM, making international delegation<br \/>\nvisits and participating at fairs can be<br \/>\ncounted as well as providing training<br \/>\nand consultancy services for the<br \/>\ncompanies within the project. By means<br \/>\nof cooperation with SSM, within this<br \/>\nproject, it is possible to make market<br \/>\nsurveys, international delegation visits<br \/>\nand hosting trade delegations in Turkey.<br \/>\nAs being one of the most important<br \/>\ncastles of the defence sector, TSSK<br \/>\nwill support up to 50 companies in<br \/>\nthe international arena, by means of<br \/>\nincreasing their recognition and their<br \/>\nexport rate in the international market.<br \/>\nAs to make a comparison between<br \/>\nTeknokent Defence Industry Cluster<br \/>\n(TSSK) with its European counterparts<br \/>\nand write a report about TSSK\u2019s present<br \/>\nstate, the experts who are authorized<br \/>\nin Turkey have been directed by<br \/>\nEuropean Secretariat Cluster Analysis<br \/>\n(ESCA), visited Teknopark Management<br \/>\nCompany and labeled TSSK with<br \/>\n\u201cbronze label\u201d after making case studies<br \/>\nabout the cluster and its activities. The<br \/>\ndesired benefit of this benchmarking<br \/>\nis to provide a strategic partnership<br \/>\nwith a European cluster, by applying<br \/>\n\u201cEuropean Strategic Cluster Partnership<br \/>\n(ESCP)\u201d programme, which has been<br \/>\nstarted as part of the European Union.<br \/>\nWith the establishment of Defence<br \/>\nSector Research and Technology<br \/>\nDevelopment Zone (SATGEB) in ODTU<br \/>\nTeknopark, prime contractor companies<br \/>\nlike Aselsan, Havelsan and TAI are also<br \/>\nprovided to have their R&amp;D unites in<br \/>\nSATGEB.<br \/>\nTSSK is made up of prime contractor,<br \/>\nsmall and medium sized companies,<br \/>\nwhich provide a variety of engineering<br \/>\nservices like; manned and unmanned<br \/>\nvehicles, advanced materials, KBRN<br \/>\ntechnologies, protective tools and<br \/>\nmaterials technologies, human-machine<br \/>\ninterface, cryptography, coding and<br \/>\nencryption, electronic intelligence<br \/>\nsystems, modelling and simulation,<br \/>\nsimulation systems, communication,<br \/>\nelectronic and information systems,<br \/>\nsensors and electronic systems,<br \/>\ndatalink technologies, test, calibration,<br \/>\nmodelling and maintenance services.<br \/>\nThe propulsive force of the cluster is<br \/>\nthe R&amp;D projects, which are carried out<br \/>\nwith the synergy between university,<br \/>\nindustry and the research done. 2196<br \/>\nR&amp;D personnel are being employed by<br \/>\nthe member companies of the cluster<br \/>\n(TSSK) and as of now, almost 400 active<br \/>\nR&amp;D projects are being carried out in<br \/>\nthe defence sector. At the end of year<br \/>\n2013, the turnover and the export rates<br \/>\nof TSSK are more than 500.000,000 TL<br \/>\nand 235.000,000 respectively.<br \/>\nIn recent years, there has been a<br \/>\ngreat contribution of Teknokent Defence<br \/>\nIndustry Cluster companies\u2019, to many<br \/>\nprojects which have been actualized<br \/>\nin the defence sector. To illustrate; for<br \/>\nTurkey\u2019s first medium altitude unmanned<br \/>\nair vehicle \u2013 ANKA, first advanced attack<br \/>\nand tactical reconnaissance helicopter<br \/>\n\u2013 ATAK, first modern tank \u2013ALTAY, first<br \/>\nnational ship \u2013 M\u0130LGEM and for first<br \/>\nhigh resolution remote sensing satellite<br \/>\n\u2013 G\u00d6KT\u00dcRK 2, the software, hardware<br \/>\nand systems used are all designed by<br \/>\nthe member companies of TSSK.<br \/>\nOn the other hand, in order to<br \/>\nmaintain the university-industry<br \/>\ncollaboration in defence sector, there<br \/>\nbegan a programme called \u201cResearcher<br \/>\nTraining Programme for Defence<br \/>\nIndustry (SAYP)\u201d in 2011, between The<br \/>\nUndersecretariat for Defence Industries<br \/>\nof Turkey with ODTU and Aselsan,<br \/>\nRoketsan, Tusa\u015f, FNSS, Milsoft and<br \/>\nHavelsan, for the students who are<br \/>\nworking in defence sectorcompanies<br \/>\nand making graduate studies at the<br \/>\nMiddle East Technical University at the<br \/>\nsame time.<br \/>\nWithin the context of this programme,<br \/>\nthe future or ongoing graduate studies<br \/>\nof thestudents\/researchers who are<\/p>\n<p>of the system can be cheap and small<br \/>\njust like a chip. ODTU MEMS Facility<br \/>\nhas a 6000m2 closed area, 1000m2 of<br \/>\nwhich is 100-1000 class and 300m2<br \/>\nof the same facility is 10000 class<br \/>\nspecial clean rooms. The capability of<br \/>\nwaferprocessing, which are 4,6 and 8<br \/>\ninches in diameters, is present in the<br \/>\nclean rooms with the accuracy of 0.35<br \/>\nlithography.<br \/>\n\u2022 Uncooled infrared detectors<br \/>\nfor night vision, precise MEMS<br \/>\naccelometers and tachometersfor smart<br \/>\nmissiles and stabilization processes,<br \/>\nRF MEMS devices (switches, phase<br \/>\nshifters, antennas etc.) for high<br \/>\nperformance communication systems,<br \/>\nBio MEMS sensors for early detection<br \/>\nof health, MEMS energy generators<br \/>\nfor portable electronic systems and<br \/>\nultrasonic sensors for health sector<br \/>\nare constituting the activity area of<br \/>\nthe center. The center is working<br \/>\ninteractively with the defence, health,<br \/>\nautomotive and white goods sectors.<br \/>\nWith thestandard production processes,<br \/>\nproduction ismade for the companies.<br \/>\nResearchers are given trainings about<br \/>\nclean room usage and microelectronic<br \/>\nand MEMS design and production<br \/>\nprocesses. Assigning a significant<br \/>\nsuccess since its establishment, MEMS<br \/>\nis continuing with the goal of becoming<br \/>\na pioneer in its field.<br \/>\nMETU B\u0130OMATEN<br \/>\n(Biomaterials and<br \/>\nTissue Engineering<br \/>\nExcellence Center)<br \/>\nAs a result of the project applications<br \/>\nwith the support of DPT in the year<br \/>\n2010, \u201cBiomaterials and Tissue<br \/>\nEngineering Excellence Center\u201d is<br \/>\nestablished as well as a research and<br \/>\nan application center, which carries<br \/>\nthe same name with METU senate<br \/>\nand the Council of Higher Education.<br \/>\nThe centers, which are named as<br \/>\n\u201cBIOMATEN\u201d in short, are planned<br \/>\nto undertake the complementary<br \/>\nfunctions of each other. Amongst the<br \/>\nshareholders of the research and<br \/>\napplication center, the faculty members<br \/>\nof the Biological Sciences, Chemical,<br \/>\nMechanical, Metallurgical and Materials<br \/>\nEngineering, Engineering Sciences and<br \/>\nBiotechnology Departments and GATA,<br \/>\nOSTIM Medical Cluster, Health Industry<br \/>\nEmployers\u2019 Association who are giving<br \/>\nconsultancy services to the center can<br \/>\nbe counted.<br \/>\nThe center of excellence which<br \/>\nis supported by DPT, has a broader<br \/>\nbase of researchers, is incorporating<br \/>\nresearchers from Hacettepe, Yeditepe,<br \/>\nKocaeli, \u0130T\u00dc, \u00c7ukurova and Ac\u0131badem<br \/>\nUniversities as well as its members from<br \/>\nODTU. Also, faculty members of the<br \/>\ninternationally known universities like<br \/>\nHarvard, MIT, Drexel and Tufts (USA),<br \/>\nJohannes Gutenberg (Germany),<br \/>\nMontpellier (France) and London<br \/>\n(England) are giving consultancy to<br \/>\nthe center. Furthermore, Biomaterials<br \/>\nand Tissue Engineering Association,<br \/>\nfounded in 2008, as one of the civil<br \/>\nsociety organizations, is giving support<br \/>\nto the center.<br \/>\nThe objectives of BIOMATEN are<br \/>\nto; become a national and international<br \/>\nreference and consultation point, build<br \/>\nknow-how transfer mechanisms to<br \/>\nuniversity students and researchers,<br \/>\nto institutions within the decision and<br \/>\nsupport mechanisms of the government<br \/>\nand also to medical sector employees,<br \/>\nas well as supporting the medical sector<br \/>\nby means of the production of value<br \/>\nadded products and take the necessary<br \/>\nprocedures for the characterization and<br \/>\ncertification for medical products.<br \/>\nOver the next three years,<br \/>\nBIOMATEN is aiming to see its first<br \/>\nproducts being conducted in clinical<br \/>\ntesting and come onto the market, and<br \/>\nit will play an important role in the field of<br \/>\nmedical products for the potential of our<br \/>\ncountry to lead in the right way.<br \/>\nMETU G\u00dcNAM (METU Solar<br \/>\nEnergy Research Center)<br \/>\nG\u00dcNAM, is an excellence center<br \/>\nfounded with the aim of developing the<br \/>\nphotovoltaic technology, making the<br \/>\nproduction of solar cells domestically<br \/>\nand researching the industry applicable<br \/>\nproduction methods. The center was<br \/>\nofficially established in the beginning of<br \/>\n2009 with the support provided by the<br \/>\nMinistry of Development. Clean room<br \/>\ninstallation and necessary equipment<br \/>\ninfrastructure were mostly completed<br \/>\nbetween the years 2009 and 2010,<br \/>\nand the first solar cell prototype was<br \/>\nmanufactured. G\u00dcNAM has a clean<br \/>\narea of 150 m2 which consists of 1000<br \/>\nand 10000 classes. It also continues<br \/>\nits studies in coating and metallization<br \/>\nlaboratories. The main purpose of the<br \/>\ncenter is to develop products about solar<br \/>\ncell technologies, compete worldwide<br \/>\nand share the results with the industrial<br \/>\ninstitutions, as to contribute the<br \/>\ndevelopment of our country. G\u00dcNAM,<br \/>\nboth in Turkey and its surroundings, is<br \/>\nthe only center to make the production in<br \/>\nthe industrial size and quality, amongst<br \/>\nits counterparts. The aim of the center<br \/>\nis not to make commercial applications,<br \/>\nis to perform special application<br \/>\nprojects. Currently, developing existing<br \/>\nphotovoltaic technologies locally,<br \/>\nincreasing productivity, improving<br \/>\nproduction techniques applicable to<br \/>\nthe industry and in interaction with<br \/>\nsectors like materials industry, crystal<br \/>\nmanufacturing industry, glass industry,<br \/>\nsolar panel production industry, coating<br \/>\nindustry, R&amp;D services are given.<br \/>\nSome considerable studies of the<br \/>\ncenter are; silicon based solar cells,<br \/>\nthin film solar cells, polymer based<br \/>\nsolar cells, dye sensitized solar cells<br \/>\nand nanotechnology applications in<br \/>\nsolar cells. And to illustrate some of its<br \/>\nexample projects; construction of a solar<br \/>\ncell prototype in industrial standards<br \/>\nfrom polycrtstalline silicon wafers which<br \/>\nare 156x156mm in size, production<br \/>\nof a thin film solar cell which is made<br \/>\nof amorphous silicon, the research<br \/>\nand development of dyesensitized<br \/>\ncells, nanowire applications in solar<br \/>\ncells and Turkey\u2019s first academic<br \/>\nlevel conference, the Photovoltaic<br \/>\nConference (SolarTR-1) can be<br \/>\ncounted. In GUNAM, the electrical<br \/>\ncharacterization of semi conductors<br \/>\n\u2013 used in photovoltaic technologies,<br \/>\ntheir optical characterization and also<br \/>\nperformance measurements of solar<br \/>\ncells can be made.
